About Domingo Villarreal
Domingo Villarreal is a highly experienced forensic expert and law enforcement advisor with over 36 years in the field. He has served as a senior forensic and law enforcement advisor for ICITAP, providing expertise in Colombia, Central America, Nepal, Mozambique, and Sri Lanka. Since 2004, he has played a key role in ICITAP’s international mission, contributing to forensic training, investigative development, and law enforcement capacity-building. Mr. Villarreal began his law enforcement career in 1988 with the Galena Park, Texas Police Department before joining the Humble, Texas Police Department, where he retired in 2010. He continues to serve as a reserve (non-paid) sergeant with the City of Cleveland, Texas Police Department, supporting forensic crime scene training and major investigations. After retirement, he worked as a contractor for ICITAP, focusing on forensic training and program development in Mexico, Colombia, and Paraguay.
From 2015 to 2021, Mr. Villarreal held executive leadership positions within the Houston Forensic Science Center, including Director of Training, Director of Corporate Security, and Deputy Director overseeing the Crime Scene Unit and Multimedia Divisions. During his tenure with ICITAP, he led initiatives such as laboratory and police academy assessments, curriculum development, training programs and their delivery, policy formulation, and the implementation of compliance activities. Additionally, he spearheaded law enforcement training and strategies, including the logistical coordination of critical equipment and essential supplies.
A distinguished lifetime member and past president of the International Association for Identification (IAI), Mr. Villarreal currently serves as Chairman of the Board. He is certified as a Senior Crime Scene Analyst and is a graduate of the FBI National Academy’s 233rd session. He also attended the University of Houston and the Law Enforcement Management Institute of Texas in College Station.
