About Edward Wallace Jr.
Mr. Edward William Wallace Jr., served the NYPD for over 20 years and retired April of 2004. During his tenure with the NYPD, Mr. Wallace performed various law enforcement duties including, Crime Scene Investigator, and Counter Terrorism Investigator. Mr. Wallace held the coveted NYPD rank of Detective First Grade. Mr. Wallace spent 15 years in Crime Scene Investigations and investigated 2656 crimes scenes including both World Trade Center Attacks, the October 2001 Anthrax Attack, and has given testimony as a forensic expert in 398 trials. In 2001, Mr. Wallace was temporarily transferred to the Joint Bio-Terrorism Task Force, to assist in the investigation of the Anthrax Attacks. During this assignment Detective Wallace trained NYPD Detectives and NYC Dept. of Health personnel on WMD topics. Mr. Wallace also assisted in the development of NYPD and NYC Dept of Health Protocols on various aspects of WMD evidence collection, evidence tracking, analysis, and joint epidemiological investigation protocols. Mr. Wallace designed and constructed a temporary, Bio-Safety Level 3 Mobile Laboratory to support the use of the Ruggedized Advance Pathogen Identification Device (RAPID), which uses PCR/DNA technology to identify the presence of biological warfare agents. Mr. Wallace also was the consultant for the design and development of the new NYPD, Chem-Bio Warfare Agent Detection Mobile Laboratory and was a member of its analytical team.
Wallace is an experienced, certified senior crime scene analyst. Holding subject matter expertise, certifications, and licenses in: Crime Scene Investigation, Shooting Reconstruction, Bloodstain Pattern Analysis, Fire Investigation, Post Blast Investigation, Hazardous Materials (Hazmat) and Chemical, Biological, Radiological, Nuclear, and Explosives (CBRNE), Counter Terrorism, Homeland security, and private investigations.
He has over 30 years of experience as an instructor and has performed numerous training lectures, nationally and internationally, to federal, state, and local law enforcement agencies, other emergency responders, and militaries’, on: arson investigations, post blast investigations, crime scene investigations/reconstruction, WMD/Haz-Mat investigations, and terrorism investigations.
Mr. Wallace became the Director of Forensic Training at the New York City Office of Chief Medical Examiner (NYC OCME) in January of 2008, after being awarded a two year, one million dollar training grant from the US Department of Justice (DOJ), National Institute of Justice (NIJ), to develop and deliver a national forensic death investigation curriculum consisting of: a 40 hour, basic forensic death investigation course, a 40 hour, advanced forensic investigation course, and a 40 hour, basic bloodstain pattern analysis course for our nations law enforcement; crime scene investigators and homicide investigators as well as our nations medical examiner/coroner death scene investigators. Mr. Wallace would be awarded two additional, two year, one million dollar grants from the DOJ, NIJ, in 2010 and 2012. Upon completion of the grants in December of 2014, and with the DOJ, NIJ not issuing any new grants for forensic training, Mr. Wallace left the NYC OCME.
