  • Dr. Calvin Goddard and the St. Valentine’s Day Massacre
  • The Scientific Crime Detection Laboratory, Chicago, Illinois

  • The various methods/techniques used to restore SN via SNR**

  • Safety protocol and procedural issues in SNR cases
  • Recording , documentation &of SNR cases
  • Generating reports for results/findings of submitted SNR cases

The remainder of the day one will consist of additional lecturing, discussion and demonstration of SNR of various types of firearms. Also, demonstrated and discussed will be the preparation the defaced/obliterated serial number area(s), the acid etchants and other methods/techniques that can be used in SNR and the necessary safety protocols, equipment and supplies that are needed for a successful and proper operation.

Day One (continued) and Day Two

On Day One (2nd half) and all day of Day Two, the workshop will continue as a comprehensive, complete exercise. For this workshop, the attendees are required to have, in their possession from their recovered property section(s), a minimum of three firearms (one steel, one zinc and one aluminum) per workshop attendee. A list the firearm types, manufacturers/models of specific firearm manufacturers, will be provided by the instructor, prior to the workshop. It is mandatory that these three types of firearms are obtained by the workshop attendees, prior to the workshop. All firearms used in this workshop must be destroyed.

Upon completion of this hands-on, workshop and by using a method/technique addressed in the SNR lectures, discussions and activity, the workshop attendees will have gained a fundamental knowledge and appreciation of what is required to restore/retrieve obliterated, serial numbers from firearms that are submitted to their respective law enforcement agency/laboratory .

Finally, the most beneficial aspects for the attendee for having participated in this workshop will be:
1) to become cognizant of what types of method and techniques (primarily, acid etchants) are used for SNR; 2) to learn how to write SNR reports in regard to results/findings, and 3) most importantly, that the workshop attendee will be made fully cognizant of the crucial, and very responsible role, that SNR (Serial Number Restoration) plays for the police agency/forensic laboratory, the role that the Bureau of Alcohol, Tobacco, Firearms & Explosives (BATF&E) in this process and the positive effect SNR plays in the investigation of criminal cases for law enforcement agencies, and the effect of this process on their respective cases, jurisdictions and communities.

**Due to time constraints, acid etching will be the primary SNR method used; other methods/techniques will be demonstrated.
