INTRO TO HAZARDOUS MATERIALS AT THE CRIME SCENE WEBINAR

Course length:  3 hours


Individuals such as investigators, analysts, and technicians, sometimes encounter Hazardous Materials at the scene to which they respond.  Having a basic understanding of these materials Hazardous Materials only exist in 2 states, controlled (normal) and uncontrolled (emergency). In a normal state hazardous materials are handled, packaged, contained, stored, and used properly. They are still hazardous but are not dangerous. Only in the uncontrolled state are they harmful.

​This webinar will educate the students about basic strategies to safeguard health and safety in the event there is the potential to exposure of a hazardous material at the crime scene being investigated.
 


LEARNING GOALS: 

The purpose of this training is to provide students with basic knowledge, information, and skills so they may respond in an appropriate manner in an event involving an encounter with hazardous materials. At the completion of this course the participants will be able to:
​
  1. Describe the process used to analyze the incident to determine the presence of the basic hazard
  2. Describe the proper utilization of the DOT 2020 Emergency Response Guidebook
  3. Describe the nine classes of the Department of Transportation (DOT), Chart 17, Markings, Labeling, and Placarding Guide
    1. Class 1: Explosives
    2. Class 2: Gases
    3. Class 3: Flammable/combustible Liquids
    4. Class 4: Flammable Solid/Spontaneously combustible/Dangerous When Wet
    5. Class 5: Oxidizer and Organic Peroxide         
    6. Class 6: Poison (Toxic) and Poison Inhalation Hazard
    7. Class 7: Radioactive
    8. Class 8: Corrosive
    9. Class 9: Miscellaneous
 

OBJECTIVES:

  1. Define hazardous materials
  2. Identify the responsibilities associated with a hazardous materials response to include
    1. detect the presence of a hazardous materials
    2. survey incident from a safe location
    3. identify the materials ( if you can without risk)
    4. implement protection actions
    5. initiate the notification process
  3. Identify the DOT hazard classes utilizing the Emergency Response Guidebook (ERG)
 
 

SCHEDULE:

  • Analysis of the scene to determine the presence of hazardous materials (90 minutes)
  • Using the DOT 2020 Emergency Response Guidebook as a resource in the investigation (30 minutes)
  • Understanding and using the DOT Chart 17 (30 minutes)
  • DOT Emergency Response Guidebook and Chart 17 Practical Exercise (30 minutes)


**This course has been approved for 3 hours of recertification training credits by the IAI Crime Scene Certification Board.

Holding a AS degree at Miami-Dade College (MDC), her BS degree at Barry University, and her MPA at Florida International University, Karen Joseph is now retired from the Miami Dade Fire Rescue (MDFR) Department as a firefighter, paramedic, hazardous materials specialist. During her 25 years on the department Karen obtained numerous certifications: Inspector 1, Instructor III, Live Fire Training Instructor 1, Educator’s certificate and 911 Safety Communicator.
